To give everyone a chance to win then I would say you would have to hold the tournament as a handicapped event.
I run these type of events to encourage weaker players to enter.
All matches are best of 9s and the players handicaps are: Scratch, +1, +2 & +3.
So for example, If a +1 player plays a +3 player, then the +3 player starts 3-1 up in a race to 5 frames.
The last tournament i held this way featured 2 +2 players in the final and 2 Scratch players in the semis. This way it's a hard tournament for the better players to win but also gives everyone a chance to win.

you could try a killer event. usual stuff, 3 lives and your out.
Do qualifying rounds if you are gonna get a lot of runners.

My tournaments are held in my local area so I know what players abilities are, so it's easy for me to give them the correct handicap. If players from other towns enter then usually I can find out their ability from another player who knows them. Generally I rank them like this... Scratch - Devon County standard players. +1 - Players who are just under the ability of qualifying for the county team. +2 - Local league players who also play interleague pool for our home town. +3 - Players who play in a lower division in our local league or have not played pool for very long.
